Comprehensive Operational Analysis/Short Range Transit Plan

Project Description

How do you travel around Placer County? The Placer County Transportation Planning Agency (PCTPA) is improving transit in Western Placer County. We need your input to create a plan for future transit that meets your needs.

This project will begin with the preparation of a Comprehensive Operational Analysis (COA), which will examine the coordination of a seamless transit system that serves travel needs both within and between communities, assesses existing and future services, and evaluates the range of transit services offered in the County. The COA, and information collected from the City of Roseville’s own COA, will lead to the development of a Short-range Transportation Plan (SRTP). The SRTP is a single plan to guide transit investments over the next five years (2025-2030) and to ensure that those improvements are consistent with findings from the COA process.

Transportation Planning in Placer County

The COA and SRTP are one of several initiatives currently happening in Placer County, as outlined in the graphic.

Project Schedule

The development of the COA will occur in two phases, between Summer 2023 and Summer 2024, each with distinct rounds of community and stakeholder engagement. The timeline below demonstrates when we will reach out to the community for input.

COA Planning Documents

The following documents have been produced in collaboration with the COA project's technical advisory committee (TAC), which consists of various professional, public, and other stakeholders representing different interests, experiences, and expertises that have helped inform and direct the current transit planning efforts. These documents are technical documents that describe the existing conditions (pertaining primarly to Auburn Transit and Placer County Transit) that are evaluated based on the current transit system network performance and surrounding development, transit ridership and service demand, and public input received from engagement efforts conducted thus far. From this evaluation and public input, preliminary service assumptions and options were prepared and assessed to set the foundation for the COA project's transit route and service network's configuration.
